In 2025, the UAE’s AI adoption rate reached 56 %, a dramatic increase from just 10 % in 2023 — marking one of the fastest growth trajectories globally.

The study, conducted by Cybernews and reviewed across 64 countries, highlights an extraordinary rise in the use of AI-powered tools among government entities, businesses, and everyday consumers in the UAE. AI app downloads in the country surged from 1.1 million in 2023 to 6.3 million in 2025, reflecting over 100 % year-on-year growth from 2024 to 2025.
This adoption rate positioned the UAE third globally — behind only a few leading nations — in terms of integrating AI into daily digital life and economic activity.
Strategic Vision and Policy Support
The UAE’s impressive AI growth builds on long-term government strategy. The country launched one of the world’s first national AI strategies in 2017 and has continued to expand its vision through the updated AI Strategy 2031, aimed at solidifying its status as a global AI hub.
According to official figures, 97 % of UAE government entities were using AI tools by 2025, demonstrating the depth of AI integration within public services.
